The Financial Services Branch provides financial and business process planning; financial, cost and operational accounting; and budget, performance and operational financial results reporting. The Actuarial Resources Division, led by the System Actuary, conducts actuarial studies, performs a wide variety of technical, analytical and consultative assignments related to actuarial, benefit administration and computer processes in the area of benefit funding, program design, development compliance, health, future economic trends and investment risk. Under the general direction of the System Actuary over the Actuarial Resources Division, the Actuary Supervisor operates as the Supervising Actuary backs up the System Actuary in his non-managerial assigned duties, designs, leads, and conducts actuarial studies, reviews the work of the CalSTRS Consulting Actuary and performs other actuarial duties. The Supervising Actuary supervises and oversees some of the actuarial work within the Actuarial Resources Division, including all work related to the annual actuarial valuations, the review of funding levels and risks report and all other actuarial special studies. The Supervising Actuary supervises Actuarial Analysts and Research Data Specialists; serves as a subject matter expert; designs actuarial studies, updates actuarial reports, prepares and presents presentations to management and executive staff, leads and trains staff, and represents Actuarial Resources on legislative issues. The Supervising Actuary is also responsible for leading and supervising staff in the Actuarial Resources Division working with Information Technology assignments, that includes working with ProVal, the Actuarial Data Mart, Power BI, developing internal software spreadsheets and other related actuarial applications, as needed. The Supervising Actuary must be proficient in math, actuarial science, health, investments, communication, behavioral science, finance, and pension plan issues. The incumbent must be able to or acquire the ability to read, understand and manage computer programming languages, plan documents, federal regulations and codes, and State law. Having consulting and auditing skills is a must. The incumbent must demonstrate a high degree of independence, initiative and originality in performing the following duties: The ideal candidate will possess the following skills: Experience performing actuarial work for various public pensions plans designs, including OPEB and cash balance plan type plans Ability to present complex actuarial information to varying audiences Experience programming in various languages such as VBA, Python and R Experience performing actuarial analysis for Asset Liability Management studies and experience studies Experience working with large data warehouse and using tools such as SQL and Power Bi to analyze actuarial data Experience working on various member calculations such as actuarial calculations needed for subrogation, IRC 415 compliance and actuarial equivalency Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position. In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits.
