Data Analyst
El Monte, CA, USonsite
I. Job Summary The Data Analyst plays a critical role in transforming healthcare data into actionable insights that support operational excellence, clinical quality improvement, and strategic decision-making at Herald Christian Health Center (HCHC). Reporting to the Chief Operating Officer, this position serves as an enterprise-wide analytics partner supporting clinical, operational, quality, and administrative teams. The Analyst primarily leverages existing analytics and reporting platforms—including eClinicalWorks (e.g., eBO Report Writer and native reports), Azara, and Power BI—to analyze, interpret, and visualize data. This role focuses on data accuracy, consistency, interpretation, and usability rather than advanced data engineering or software development. In addition to producing selected centralized dashboards and reports, the Analyst functions as an internal consultant—working with departments to understand business questions, design sustainable reporting approaches, recommend appropriate tools or workflows, and promote data literacy. Departments are expected to run and manage their own routine operational reports where appropriate, with the Analyst providing guidance, standards, training, and quality oversight. This shared-responsibility model promotes accountability, scalability, and effective use of data across the organization. II. Essential Functions A. Data Analysis and Data Quality 1. Extract, organize, validate, and analyze data from EHR systems (e.g., eClinicalWorks), population health platforms (Azara), billing systems, and other internal data sources. 2. Ensure data accuracy, consistency, and completeness within reporting and analytics platforms in accordance with HIPAA and organizational data governance standards. 3. Apply descriptive and trend-based analytical methods to evaluate performance, identify gaps, and support quality improvement, population health, and operational initiatives. 4. Identify data quality issues related to documentation, workflows, or reporting logic and collaborate with QI, operations, and IT to resolve them. 5. Document data definitions, report logic, assumptions, and data sources to promote transparency, consistency, and audit readiness. B. Dashboard Development and Reporting 1. Develop and maintain dashboards and visual reports using Power BI, Azara, and eClinicalWorks native reporting tools (including eBO Report Writer). 2. Utilize and interpret analytics features within eClinicalWorks and Azara to support population health management, quality reporting, and operational monitoring. 3. Customize dashboards and reports for key organizational needs, including internal KPIs, quality initiatives (e.g., HEDIS, EPT), UDS reporting support, grants, and leadership reporting. 4. Maintain a centralized inventory of published dashboards and reports, ensuring alignment with standardized data definitions and approved methodologies. 5. Support automation and standardization of recurring reports where feasible using existing tools. C. Quality Improvement and Operational Support 1. Partner with clinical, population health, QI/QA and operations teams to monitor progress toward performance benchmarks and care delivery goals. 2. Provide analytical support for audits, compliance activities, program evaluation, and grant reporting. 3. Assist departments in using data to improve workflows, manage chronic conditions, and support patient engagement efforts. 4. Respond to ad hoc data and reporting requests with timely, accurate, and clearly communicated analyses. 5. Manage and prioritize concurrent data requests using established prioritization frameworks, balancing regulatory deadlines, leadership priorities, and operational impact. 6. Carry out additional reasonable tasks or assignments as requested by the Chief Operating Officer or designee in support of organizational priorities. D. Cross-Departmental Collaboration and Capacity Building 1. Serve as an enterprise analytics resource supporting all departments while reinforcing department-level ownership of routine reporting. 2. Consult with stakeholders to clarify business questions, define data needs, and co-design reporting solutions that departments can maintain independently. 3. Recommend appropriate tools, workflows, and data sources that align with organizational standards and system capabilities. 4. Provide training, guidance, and documentation to help staff interpret dashboards, understand data limitations, and use reports responsibly. 5. Collaborate with IT, clinical leadership, and operations to ensure analytics practices align with organizational goals and technical realities. 6. Maintain documentation for report logic, data definitions, and data source mappings to support continuity and institutional knowledge. E. Staff and Organizational Development 1. Participate actively in team meetings, interdepartmental workgroups, and internal training sessions. 2. Promote data best practices, continuous improvement, and responsible data use across the organization. 3. Contribute to a culture of learning, collaboration, and accountability. III. Organizational Expectations * Adhere to all HCHC policies, procedures, and confidentiality standards. * Model and uphold HCHC’s mission, vision, and core values in all professional interactions. * Communicate respectfully, clearly, and regularly with colleagues and stakeholders. * Demonstrate accountability, meet productivity standards, and respond to workload demands effectively. * Promote equitable and inclusive data practices that support diverse patient populations. IV. Education, Licensure, and Certification * Bachelor’s degree required. Degree may be in Data Science, Health Informatics, Public Health, Statistics, Business, Information Systems, or another related field. * Master’s degree preferred. * Certification or formal training in Power BI, healthcare analytics platforms, or EHR reporting tools (e.g., eClinicalWorks and Azara) is preferred. V. Skills and Qualifications 1. Minimum 2 years of experience in data analysis or reporting, preferably in a healthcare or FQHC environment. 2. Experience using EHR reporting tools and population health platforms (eClinicalWorks and Azara strongly preferred). 3. Familiarity with ICD-10, CPT, and healthcare quality measures. 4. Strong understanding of data validation, data preparation, and reporting best practices. 5. Excellent organizational skills and attention to detail. 6. Strong written and verbal communication skills; able to explain data clearly to non-technical audiences. 7. Commitment to data integrity, quality improvement, and patient-centered care. VI. Physical Requirements * Primarily office-based; must be able to sit or stand for extended periods. * Must be able to lift up to 25 pounds occasionally (e.g., equipment, files). * Occasional local travel to HCHC clinics and partner sites may be required. * Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
