Job Description: Job Summary The Business Analyst will support oversight, monitoring, and compliance activities related to ACA Marketplace brokers. This role ensures adherence to CMS regulations, internal policies, and contractual requirements governing broker activities. The analyst will leverage established processes, policies, procedures, reporting, and cross-functional collaboration to identify risks, monitor broker performance, and perform audit activities to support compliance efforts. Key Responsibilities Broker Monitoring \& Oversight Maintain and enhance monitoring frameworks for ACA Marketplace broker activity (e.g., enrollments, switching patterns, consumer complaints). Analyze broker behavior to identify potential non-compliant or fraudulent activity, including unauthorized enrollments or rapid disenrollment trends. Partner with sales, compliance, and operations teams to investigate flagged broker activity. Compliance \& Regulatory Support Ensure alignment with CMS, state DOI, and Affordable Care Act (ACA) regulations related to broker engagement. Support audits and regulatory inquiries by gathering documentation and evidence while performing broker outreach activities. Assist in the creation and maintenance of policies, procedures, and controls for broker oversight programs. Reporting \& Data Analysis Perform outreach and analysis on complaints, grievances, and enrollment activity tied to brokers. Build and maintain dashboards and reports to track broker performance and compliance metrics. Provide actionable insights and recommendations to leadership to mitigate risk and improve compliance. Complaint \& Issue Management Lead and support remediation actions, including broker warnings, retraining, suspension, or termination activities. Track and trend complaint data to identify systemic issues or high-risk brokers. Process Improvement Identify opportunities to strengthen broker compliance monitoring processes and tools. Stakeholder Collaboration Act as a liaison between compliance, sales, operations, and legal teams. Document and present findings and recommendations to internal stakeholders and leadership. Role Summary Tapestry Health is seeking a Business intelligence and QA analyst II with a deep healthcare and clinical experience to lead clinical and operational business analytics initiatives with a quality-first mindset. This role partners with clinical operations, implementation, account management, device management, finance, IPV, product, and data engineering to define requirements, validate data and reporting outputs, and drive adoption of dashboards and insights that improve day-to-day operations and program performance. The primary focus will be across CCM (Chronic Care Management), BHI (Behavioral Health Integration), RPM (Remote Patient Monitoring), and IPV (Initial Patient Visit) service areas. The ideal candidate brings deep understanding of EHR workflows and data (especially PointClickCare/PCC and MatrixCare/Matrix), strong working knowledge of SQL, and hands-on experience working with Power BI in a requirements, validation, and user enablement capacity. Value-Based Care experience is a plus. This role also owns end-user enablement through training materials and live training to ensure dashboards are used effectively to drive operational outcomes. Dashboard Requirements, KPI Governance, and User Experience (Power BI) * Partner with stakeholders to ensure requested dashboard content is complete, accurate, and aligned to operational needs. * Review dashboard requirements and ensure the “ask” is fully represented (required visuals, filters, drill-throughs, cohorts, time windows, and edge cases). * Validate KPI definitions and metric specifications, including documentation and governance of: definitions, thresholds, cohorts, timing rules, eligibility, and program compliance logic. * Perform UI/UX review of dashboards to ensure the experience is intuitive and user-friendly (navigation, layout, labeling, filter logic, performance considerations, and “what action should a user take from this view?” clarity). * Monitor ongoing dashboard performance and data quality (data drift, definition changes, upstream source issues), raise issues proactively, and drive continuous improvement recommendations.
