About the Role OpenLoop builds the platform behind virtual care and modern care delivery. As Chief Compliance Officer (CCO), you will define and own our enterprise compliance strategy and operating model. You’ll design and scale a risk-based program covering clinical, pharmacy, privacy-adjacent, security-adjacent, and commercial activities. You’ll be accountable for the effectiveness of the program, for well-governed decision-making, and for measurable risk reduction across our product lines and service offerings. What You'll Do Build \& lead the function: Stand up the Compliance organization (Healthcare Compliance, Pharmacy Compliance, Monitoring \& Testing). Establish vision, staffing plan, budget, and success metrics. Own the risk framework: Implement an enterprise compliance risk assessment (ECRA) that identifies the top risks, quantifies impact/likelihood, sets risk appetite, and produces a prioritized quarterly remediation roadmap. Policy \& control architecture: Create a lean, living library of policies, standards, and SOPs mapped to legal and regulatory obligations (HIPAA/HITECH, state privacy, state practice of medicine, telehealth/telepharmacy rules, CLIA, FDA/FTC/DEA touchpoints as applicable). Ensure version control, ownership, and training coverage. Monitoring, testing, \& reporting: Establish continuous monitoring, internal audits, and issue management workflows. Product \& growth enablement: Embed compliance into product development, launch gates, marketing/advertising, vendor onboarding, and new market entry. Be a consultative partner who accelerates smart bets and blocks only what’s truly high-risk. Incident readiness \& response: Coordinate with Security and Privacy (under the CISO) and Legal on investigations, breach response, regulator engagement, and consumer communications. Lead post-incident lessons learned. Third-party \& FDR oversight: Define due diligence, contracting standards, and ongoing oversight for vendors, prescribers, partner pharmacies, and other downstream entities. Training \& culture: Deliver role-based, high-signal training; cultivate an open-reporting culture with non-retaliation, hotline oversight, and trend analysis. Regulatory engagement: Serve as the primary point of contact to relevant regulators and accreditation bodies. Proactively monitor regulatory change and prepare the business. Board governance: Provide updates to the Board as required. Who You Are 10-15+ years building and leading compliance programs in technology-forward, multi-state healthcare or pharmacy-adjacent environments (digital health, telehealth, virtual care platforms, healthtech, consumer wellness with medical claims, eRx/fulfillment). Track record of standing up a function and hiring/mentoring a high-performing team; comfort with greenfield environments. Demonstrated ability to prioritize ruthlessly and communicate tradeoffs. Executive presence, excellent written/oral communication, and the ability to influence across Legal, Product, Security, and Clinical. About the Role OpenLoop is looking for a Senior Product Counsel to join our team remotely or at HQ in Des Moines, IA. In this role, you will be responsible for serving as a key legal advisor supporting OpenLoop’s rapidly growing product and technology teams. You’ll provide strategic legal guidance throughout the product lifecycle—advising on product design, feature development, data use, privacy, compliance, and go-to-market strategies. What You'll Do Partner with product, engineering, compliance, and operations teams to provide practical, business-oriented legal advice throughout the product development process. Advise on regulatory and privacy frameworks applicable to healthcare technology, telemedicine, and AI-powered tools. Draft, review, and negotiate product-related agreements, including licensing, data-sharing, and technology partnerships. Ensure that product launches and updates comply with applicable laws, regulations, and industry standards. Monitor evolving laws in technology, AI, and data governance, advising internal stakeholders on risk mitigation and compliance strategies. Collaborate with cross-functional teams to shape internal policies and best practices around AI ethics, data usage, and security. Serve as a trusted advisor to leadership on complex legal questions involving technology innovation and responsible AI deployment. Other duties as assigned. Who You Are Juris Doctor (JD) degree from an accredited law school and active bar membership in at least one U.S. jurisdiction. 8+ years of legal experience, with significant in-house or law firm experience supporting product development and technology transactions. Deep experience advising on AI products, data governance, and emerging technology issues. Strong understanding of data privacy, consumer protection, and healthcare regulatory frameworks (e.g., HIPAA, FTC, FDA guidance). Demonstrated ability to work cross-functionally with engineers, product managers, and business leaders in a fast-paced environment. Excellent communication, problem-solving, and risk assessment skills. Strategic mindset with the ability to balance innovation and compliance in a growth-oriented organization. This role is ideal for a seasoned healthcare regulatory lawyer who thrives in a fast-paced, innovative environment and is passionate about navigating complex legal frameworks impacting telehealth, digital health, and pharmacy operations. What You'll Do Serve as a key legal advisor supporting multiple business units, including care operations, medical affairs, pharmacy, product development, and policy teams, ensuring compliance with all applicable healthcare laws and regulations. Provide practical, solution-oriented advice on telehealth, digital health, and pharmacy compliance, including issues related to the Corporate Practice of Medicine (CPOM), provider licensing, credentialing, prescribing, and scope of practice. Counsel internal teams on federal and state healthcare regulatory frameworks, including FDA regulations, telehealth modalities, privacy (HIPAA), compounding, and professional practice standards. Support the growth and product counsel teams on regulatory aspects of new product and service launches. Partner with the public policy team to assess, interpret, and shape proposed laws, rules, and regulations affecting healthcare and pharmacy operations. Proactively identify and mitigate legal risks related to healthcare operations, pharmacy services, and emerging digital health technologies. Stay current on evolving state and federal healthcare laws, including developments from the FDA, Boards of Medicine, Boards of Pharmacy, and other regulatory bodies. Collaborate with internal stakeholders to develop and maintain policies, procedures, and best practices that align with regulatory standards. Other duties as assigned. Who You Are Juris Doctor (JD) from an ABA-accredited law school and active license to practice law in at least one U.S. jurisdiction. 8+ years of healthcare regulatory experience, ideally including both telehealth and pharmacy operations. Deep understanding of healthcare laws and regulations, including telehealth compliance, FDA regulatory matters, compounding, and state-by-state professional practice standards. Demonstrated ability to interpret and advise on complex regulatory issues across care delivery, digital health, and pharmacy operations. Proven track record of providing strategic, business-oriented legal counsel in a fast-moving environment. Strong communication and collaboration skills, with the ability to influence and partner effectively across multidisciplinary teams. Exceptional organizational, analytical, and project management skills with the ability to prioritize multiple initiatives. Experience engaging with regulatory and licensing authorities such as the FDA, Boards of Medicine, or Boards of Pharmacy preferred.
