The Bureau of Health Care Practitioner Regulation is specifically responsible for policy making and programmatic activities related to licensure of health care practitioners and regulated facilities in the state of Florida. The Florida Board of Nursing is the largest of seven offices in the Bureau. The incumbent in this position will make an immediate and meaningful impact in the lives of Floridians. They perform duties that guarantee qualified health care professionals licensed or applying to be licensed under the Florida Board of Nursing (CNAs, LPNs, RNs, and/or APRNs) can work in the state of Florida and provide Floridians with the health care they need to lead healthier lives. The incumbent will also support those currently working in health care professions who are so critical in any public health emergency through increasing the number of qualified health care professionals who can practice in the state. The incumbent will work in a professional, administrative setting and perform duties similar to school registrars, medical records, billing, or coding specialists; customer service representatives, executive or administrative assistants, data entry clerks, or other positions who ensure compliance with regulations or rules and provide professional assistance to members of the public. Knowledge or experience in nursing or any health-related field or relevant Florida statutes is helpful, but not required. Your duties and responsibilities may include: The employee in this office-based position reports to and assists the Regulatory Supervisor and Program Operations Administrator on the APRN Team in the Board of Nursing. This position is a professional in-office position in which the employee functions as a team member who processes, evaluates, and determines eligibility for complex licensure applications. The incumbent must be able to understand and apply Florida Statutes, rules, policies, and procedures that are applicable to the Board of Nursing. Evaluates complex applications for advanced practice registered nurses. Communicate with applicants about licensure statutes and rules. Evaluates applications for advanced practice nursing licensure to determine eligibility. Approves requests for licensure and notifies applicants. Establishes and maintains a paper and/or electronic filing system for specific professions, which includes applications, transcripts, correspondence, license and employment verifications, and other supporting documentation. Enters and maintains accurate data and uploads documentation on licensees and the status of applications and licensure in relevant electronic databases. Use computer database systems and multiple internet sites to research licensure history, review disciplinary actions and status of other state licenses. Reviews and inputs qualifying information into licensure database. Routes files to History team for review and/or preparation for board agenda. Coordinate with staff to update database and reroute documentation to the appropriate location. Participates in weekly team meetings and meetings with direct supervisor, on site. Participates in process improvement team meetings as required. Responds to inquiries to include e-mail, mail, in-person, phone, and faxed documents. Responsible for ensuring the accuracy of licensure information in the database. Reports any errors to include vendor errors. Maintains an electronic filing system through the document repository. Required Knowledge, Skills, and Abilities: Ability to communicate effectively in writing and verbally. Ability to exercise independent judgement and initiative in carrying out assignments. The employee in this position uses discretion and independent judgment in performing the following duties: Supervises Board staff who are responsible for the processing of licensure applications Assists the Executive Director in implementing and administering laws, rules, regulations, policies, and procedures with regard to licensing authority of professions Analyzes and develops new policies and procedures to efficiently and effectively implement Board, Department and legislative directives Assists with the creation of Board meeting agendas and materials. The employee in this position is responsible for supervising five Regulatory Specialist II employees in a multi-board office with primary responsibility for the Board of Clinical Social Work, Marriage \& Family Therapy, and Mental Health Counseling (Chapter 491). Operates in partnership with the Program Operations Administrator for the Boards of Podiatry, Orthotists \& Prosthetists, Hearing Aid Specialists, Opticianry, Athletic Training, and Genetic Counseling. The employee in this position uses discretion and independent judgment when performing varied and complex task assignments. Hires, trains, and directly supervises positions responsible for the processing of applications and other related duties. Responsible for all supervisory duties including, but not limited to, approving leave requests, ensuring that office directives and policies are followed and that employees perform satisfactorily. Performs evaluations of employees by preparing realistic goals and schedules; develops performance and quality control standards; monitors progress and results; encourages exemplary performance; takes corrective action and resolves performance issues. Ensures staff receives necessary training; completes mandatory training; and evaluates the need for additional requirements to promote staff development. Assists the Program Operations Administrator with the preparation of Board agendas. When requested, coordinates with department legal, Board counsel, executive director, and Board members regarding topics to be discussed. Assists with the final preparation of Board meeting minutes and the filing of licensure orders that are maintained in the Board office. Maintains current knowledge of statutes and rules related to assigned Boards. Responds to written and verbal communication requests regarding policies, procedures, regulations, and operations of the office, Board, and department. Prepares responses to correspondence requiring both routine and supervisory-level attention. Primarily manages the general zzz box for the office. Assists Program Operations Administrator with the maintenance of the Board website regarding all content relevant to applicants, licensees, and the public. LEIDS Cash Handling/ Transfer Money Actively participates in the Board office management and leadership team, assuming responsibility for special projects and activities as assigned and coordinating functions with other team members, as needed. Reviews weekly performance metrics and applies appropriate measures to encourage application processing improvement. Collaborates with the Program Operations Administrators to complete quarterly and annual Balanced Score Card reports for the office. Identifies operational concerns requiring attention, conducts necessary research, completes analyses, and prepares recommendations for the Program Operations Administrator and Executive Director. Prepares and maintains desk guides for existing and new processes. Creates and maintains licensure letters in LEIDS. Responsible for assisting with LEIDS cash handling including refund preparation and transferring money. Required Knowledge, Skills, and Abilities: Ability to communicate verbally and in writing Ability to monitor the performance of employees Ability to perform critical thinking and make informed decisions Ability to identify problems and coordinate and implement plans to fix them Ability to formulate policies and procedures Ability to learn, understand, and apply Florida Statutes, rules, policies, and procedures for licensing Ability to work independently and establish and maintain dependable, effective working relationships with others Ability to learn and utilize job-specific software such as LEIDS and AxiomPro and office equipment such as phones, fax machines, scanners, and copiers Knowledge of personnel management and use of personnel resources Knowledge and proficiency of Microsoft Office software Knowledge and proficiency in using Windows-based computers. Qualifications: Preference will be given to those with a bachelor’s degree or higher and relevant work experience, specifically supervising people and processes and/or health care administration involving health care practitioner licensure programs and/or relevant Florida Statutes and rules.
