Position Summary -------------------- We are seeking a skilled and dynamic Project Manager II to lead and manage Dry Deck Shelter (DDS) projects, contracts, and task instructions using accepted project management techniques and company policies and procedures to achieve success. This role offers an opportunity to provide leadership and guidance to members of the Production team and project support groups, while simultaneously partnering with department leaders to resolve issues concerning quality, delivery schedules, costs, and more. Travel may be required up to 10% of the year. Duties And Responsibilities ------------------------------- Provide assistance for the preparation of bids and quotes for delivery orders, purchase orders and contracts. Assist with the preparation and submission of proposals, reviewing technical content, personnel requirements, management plans and execution costs. Monitor assigned projects/contracts and conduct periodic visits (daily, if feasible) to job sites and ensure the customer is satisfied. Work closely with the respective department managers to monitor the task performance and efficient utilization of resources. Oversee a production team that contains supervisor(s) and various trades. Track Project performance with respect to budget, schedule, and quality using Earned Value Analysis, and phase review objectives; communicate performance to senior management. Manage project risks through identification and mitigation of preventable, strategic, and external risks. Provide feedback and coaching regarding employee performance. Assist with some facets of services and products marketing; i.e., devising and implementing strategies, conducting presentations, interfacing with field representatives, etc. Assist with implementation of the company’s short-range and long-range business ventures. Identify and develop marketing and business plans for targets of opportunity that fall within the capabilities of the organization. Make recommendations for new processes where they may improve quality and organization effectiveness. Maintain personal contact with key personnel (military and civilian), companies and organizations which may utilize company services or may be candidates for teaming proposals on a specific contract. Develop personal rapport with each contact, which will enhance the possibility of repeat business. Promote existing customer relations through support in evaluating new quotations and the monitoring of on-time deliveries and product quality. Advise, consult and/or counsel contacts and customers to gain cooperation and acceptance of ideas and actions. Project positive image (to include personal attire, mannerisms, language, technical competence, etc.) to employees, customers and similar industrial companies by ensuring a cost-efficient, quality product is produced in accordance with the customer’s requirements. Strong analytical and personnel management skills required to clearly communicate and coordinate team efforts and interact with other departments and outside agencies. Act as Supervisor/Production Manager on an as need basis, as directed by the DDS Program Manager. Additional duties as assigned. Qualifications ------------------ REQUIRED: High School diploma/GED. Five (5) years of military training and experience in hull, mechanical and/or electrical systems, or five (5) years of experience managing/supervising DDS Production Projects. Minimum of three (3) years of specialized experience in performing DDS/SOC work or five (5) years performing SUBSAFE/Level I Material work. Minimum of four (4) years of experience in design, operation, maintenance, repair, testing installations or alterations of Naval Ship's Hull and Deck Machinery Systems and Equipment. Minimum of three (3) years of management/supervisory experience. Minimum of (3) years' experience managing the financial aspects of multiple types of Government contracts such as fixed price, cost reimbursable, incentive fee, award fee, and/or time \& material. Must be a U.S. citizen who is not a dual citizen of any other country. Ability to obtain and maintain security clearance. DESIRED: Bachelor’s degree in engineering discipline (i.e. Mechanical, Electrical, Industrial, or similar). KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS: Demonstrated working knowledge of Navy data systems, and knowledge of Navy procedures for establishing and maintaining equipment maintenance requirements. Demonstrated experience enforcing compliance with the Federal Acquisition Regulations (FAR) and the Cost Accounting Standards (CAS). Demonstrated ability to meet schedule and budget goals. Demonstrated proficiency in all Microsoft Office applications (i.e. Excel, PowerPoint, Word, etc.). Definition -------------- Definition: Under the general supervision of the Salt River Pima-Maricopa Indian Community (SRPMIC) Information Technology (IT) Department Project Management Supervisor, the IT Project Manager II is responsible for the successful completion of all IT projects. Works with the IT department staff and clients to complete assigned enterprise implementations of new IT systems and/or system upgrade projects. Guides IT resources towards ultimate client business solutions and assumes a leadership role in ensuring proper project planning, resources scheduling, project budget management, project evaluation and client satisfaction. This job class is treated as FLSA Exempt. Project Management: Determines, documents and manages project scope, schedule and budget. Serves as Project Manager on multiple projects of various complexities at the same time. Utilizes and strictly follows a phase project management methodology. Ensures methodology is followed by entire project team. Communicates effectively to all levels of the organization. Takes ownership of the project budget and schedule. Tracks project expenses and staff hours worked weekly. Prepares monthly status reports and presents project status reports to customers, sponsors, management and administration. Commits to a quality project. Works with IT Management to assemble a project team composed of IT staff and consultants. Then, facilitates the advancement of major projects through various phases of project implementation. Analyzes projects to ensure conformance with Community and IT strategic plans. Seeks opportunities to improve original project intent. Resolves difficult problems and conflicts. Ensures that project progress, assumptions, scope changes, issues and risks are appropriately documented and addressed. Utilizes change management best practices including organizational readiness, stakeholder analysis, and change communications in order to improve project success and post-implementation customer adoption. Works with PMO Management to develop and manage the project contracts. 2. Leadership: Develops leadership skills and promotes shared responsibility among the team. Seeks to further group empowerment and conflict resolution. Resolves problems, reviews preliminary design reports and prepares project status reports for project sponsors, management and Tribal Government Administration. Listens and communicates effectively with a diverse group of people. Evaluates overall and individual work performance to determine effectiveness in providing quality products within time and cost restraints. Champions continuous improvement efforts within the PMO division, Information Technology department and the Community. 3. Operational Effectiveness and Efficiency: Promotes project management excellence. Ensures adherence to established project management standards and meeting established project performance metrics. Thinks creatively and is driven by opportunities to continually improve. Demonstrates continuous effort to improve operations, decrease turnaround times and streamline work processes. Works cooperatively to provide quality seamless customer service. Recognizes and champions potential areas where existing policies and procedures require change or wherever new ones need to be developed. 4. Mentorship \& Training: Mentors Project Manager I to attain the technical and business skills necessary to perform independently and attain further career progression goals. Mentors SRPMIC staff and vendors on established project management methodology. Provides training on project management methodologies, MS Project, communication, leadership and other needed training to all SRPMIC staff, customers and vendors. 5. Miscellaneous: Performs other IT job related tasks as assigned by the IT Project Management Supervisor, IT Project Management Manager or IT Director. Knowledge of project organization and management including monitoring time and dollar expenditures for tasks performed. Knowledge of IT Best Practices. Knowledge and skill with IT Project Management including project requirements, design, test, cost estimates, deliverables, design review, design reports and project status reports. Minimum Qualifications -------------------------- Education \& Experience: A Bachelor’s degree from an accredited college or university in Information Systems/Technology, Management of Information Systems, Computer Science, Project Management or closely related discipline is required, AND5 years experience in a computer related industry required including experience in the following areas: 4 years working in an IT environment assessing end-user requirements for IT equipment and application systems is required. 4 years Project Management experience is required. Professional Project Management (PMP) Certification preferred. Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered. Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill. Special Requirements ------------------------ May be required to work beyond normal work hours at times including night, weekends and holidays.
