About the Role Our team is seeking a highly execution-focused Product Owner (Payments) to support our engineering team focusing on ProPay 2.0 - our next-generation payments and financial infrastructure initiative. This role sits at the center of a major modernization effort, partnering directly with engineering teams to translate product strategy into clear, actionable work. You will own the backlog and requirements for a defined product area, ensuring engineering teams are consistently building the highest-value capabilities in the right order. This is a hands-on, delivery-oriented role focused on clarity, prioritization, and execution—not product strategy definition. As part of a broader platform transformation, you will help enable scalable, API-driven payment systems that support healthcare and property \& casualty workflows, including billing, reconciliation, and transaction processing. Success in this role will be measured by the quality, predictability, and efficiency of product delivery, including: * Backlog readiness and quality (clear, well-defined, and consistently prioritized work available for engineering execution). * Sprint predictability (high alignment between planned vs. completed sprint commitments). * Delivery quality (reduced rework, fewer requirement-related defects, and clear acceptance criteria adherence). * Time-to-clarity for engineering (speed and effectiveness in resolving scope and requirement questions). * Improved engineering focus (reduced reliance on engineering leadership for product ownership decisions, enabling focus on technical/architectural work). This role is critical to the success of ProPay 2.0 and our broader platform modernization efforts. You will directly influence how engineering teams deliver scalable payment capabilities and how customers interact with core financial workflows. By ensuring clarity, focus, and execution discipline, you enable faster delivery, higher-quality outcomes, and a more resilient, future-ready platform. What You'll Do Backlog \& Requirements Ownership * Translate product vision and business needs into detailed user stories, technical requirements, and workflows using Jira and Confluence. * Decompose complex initiatives into structured, prioritized backlogs aligned to engineering execution. * Define clear acceptance criteria and ensure requirements are complete, testable, and outcome driven. * Continuously refine and reprioritize backlog items based on evolving priorities, dependencies, and technical constraints. * Ensure readiness of work for sprint planning and ongoing development. Engineering Partnership * Partner closely with engineering on a daily basis to clarify requirements, validate solutions, and unblock execution. * Act as the primary point of contact for all scope, requirement, and prioritization decisions for your product area. * Align technical implementation approaches with product intent and platform architecture. * Support engineering teams in delivering scalable, high-quality solutions across APIs, services, and customer-facing workflows. * Maintain a strong focus on outcomes, not just output (this is not a Scrum Master or delivery coordination role). Stakeholder Alignment \& Delivery Focus * Represent your product area in sprint planning, backlog grooming, and cross-functional discussions. * Clearly communicate priorities, trade-offs, and delivery expectations to stakeholders. * Collaborate with product leadership, architecture, and UX to ensure cohesive platform evolution. * Escalate strategic questions while independently driving day-to-day execution decisions. * Provide visibility into progress, risks, and dependencies. What You'll Need * Proven experience as a Product Owner in an agile, engineering-driven environment. * Strong ability to break down ambiguous problems into well-defined, executable user stories. * Demonstrated experience managing technical backlogs for platform, API, or system-level products. * Fluency with Jira and Confluence for backlog management and documentation. * Ability to prioritize effectively, make trade-offs, and maintain a clear point of view under pressure. * Strong collaboration skills working closely with engineering, architecture, and cross-functional teams. * Hands-on experience with modern payment systems, financial infrastructure, or transaction platforms, including one or more of the following capabilities: + Payment operations and orchestration platforms (payment execution, routing, and end-to-end lifecycle management). + Financial ledgering and reconciliation systems (transaction tracking, settlement, balancing, and reporting workflows). + Treasury and cash management infrastructure (fund flows, account management, and liquidity operations). + Banking and financial institution integrations (including KYC/KYB, account verification, ACH/wire connectivity, and onboarding workflows). + Virtual card issuance and management platforms (card provisioning, spend controls, transaction tracking, and reconciliation). * Working knowledge of core payment and financial system concepts, including: + ACH, wire transfers, and virtual card payments. + Payment lifecycle tracking and status management. + Reconciliation, settlement, and ledgering workflows. + Compliance, risk, and financial control considerations. Nice to Have * Experience in healthcare payments, revenue cycle management, or insurance workflows. * Background working on platform modernization or API-first products. * Familiarity with distributed systems and cloud-based architectures. * Exposure to portal or customer-facing platform development initiatives. * Understanding of EDI/X12, HIPAA, or regulated data environments. We design and operate the Real-Time Gross Settlement (RTGS) service and CHAPS, the UK’s high-value payment system. RTGS ultimately lies at the heart of every electronic payment in the UK and settles over £800 billion on an average working day. The directorate leads on policy and innovation for our Payments services and helps shape the broader payments landscape, both domestically and internationally. Drawing on our expertise in innovation and delivery, we are now embarking on a programme to enhance the new RTGS 2 platform, enabling the UK financial sector to innovate while ensuring safe and efficient settlement in central bank money. Our work connects us closely with many other areas of the Bank. As one of the most outward-facing and fast-paced directorates, we offer a dynamic and impactful environment to work in. Role Overview As a Payments Product Owner, you’ll be part of the Product Management Team, which looks after a suite of user-focused products and services supporting key operational and business processes. The team uses agile methodologies to ensure continuous improvement and alignment with user needs. You’ll represent user needs in the design, development, and delivery of the Participant Management product, which enables the E2E management of an organisations Participant lifecycle. Your work will directly influence how financial institutions interact with the UK’s core payments infrastructure. The tool looks after on and offboarding our participants and Payment Scheme Operators and provides the tool for external communication, assurance, engagement, billing, incident management and Access/ identity management. Day-to-Day Responsibilities Planning \& Prioritisation * Lead product planning sessions, including during Quarterly Planning. * Define user stories and be responsible for the business backlog, including driving the changes required in each sprint. * Define the roadmap for your product – ensuring you align it with customer requirements. * Attend and contribute to backlog refinement sessions. User Engagement * Liaise with internal and external stakeholders to ensure alignment between functionality and business processes. * Train users on changes. * Present product roadmaps and updates to senior audiences. Delivery \& Documentation * Produce release notes and support implementation planning for each release. * Maintain regular reporting and documentation. * Support defect triage and resolution. Minimum Experience * Experience working as a Product Owner, Business Analysts or in a closely related change role. * Experience working with business and technical stakeholders to analyse and deliver change. * Demonstrable experience with cross functional business improvement initiatives. * Familiarity with agile and change methodologies. Essential Skills * Excellent written and verbal communication skills: * Ability to explain complex technical information to a non-technical audience * Skilled in delivering impactful communication to senior audiences * Confident in facilitating discussions to understand requirements and solutions * Strong problem-solving and analytical abilities. * Strong influencing skills – able to lead without direct authority. * Experience working within and developing high performing teams. Note that this isn’t line management role, but Product Owners are expected to show leadership within their Product team. Salary and Benefits Information We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate. Leeds salary £50,320 - £56,610 per annum In addition, we also offer a comprehensive benefits package as detailed below: * Currently a non-contributory, career average pension giving you a guaranteed retirement benefit of 1/80th of your annual salary for every year worked. There is the option to increase your pension (to 1/65th) or decrease (to 1/105th) in exchange for salary through our flexible benefits programme each year. The Bank has the discretion to vary standard accrual rates and dial up and dial down rates at any time and to withdraw dial up and dial down options at any time. * A discretionary performance award based on a current award pool. * An 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits. * 26 days’ annual leave with option to buy up to 12 additional days through flexible benefits. * Private medical insurance and income protection.
