Lead Project Manager\- DOT\- Washington DC Ellumen, named a Top Workplace by the Washington Post, is a small business headquartered in Silver Spring, MD. We provide a broad spectrum of information technology and ancillary services to government and commercial customers. Ellumen is looking for an experienced Project Manager for an upcoming cybersecurity project. This person will provide management, direction, administration, quality assurance, and leadership of a talented Agile team. **This position requires US citizenship and active Secret federal clearance.** **Qualifications:** * PMP Certification. * Experience with managing Federal contract projects and the ability to communicate effectively both orally and in writing. * Understanding of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and performance. * Ability to facilitate workshops that foster business buy in and drive solutions that meet business needs and adhere to DOT strategies. * Understanding of Enterprise architecture program development including linkages with project implementation, infrastructure, cybersecurity, and records management. * Ability to focus research efforts to meet decision\-making needs. * Ability to function effectively in a dynamic, fast\-paced environment. * Develop and maintain the annual project plan and schedules. • Provide weekly status reports documenting work completed, risk areas, and planned sprint activities. • Facilitate workshops and meetings (e.g., Kick\-off) to drive business solutions aligned with DOT strategies. • Monitor and inspect costs, performance, and resource allocation. • Develop systems, test plan components, and test scripts. * Ability to perform detailed quality control checks on significant and diverse data sets related to programs. * Ability to serve in a collaborative function for research design, data collection, interpretation, and presentation; working with key stakeholders to identify reporting needs, define the reporting requirements, design the report, and write the code required to deliver the report. * Skill in developing, maintaining, and overseeing cybersecurity efforts and cybersecurity training materials. * Bachelor's Degree in Cybersecurity or related field * 8570/ 8140 level certification (CISM, CISSP,I SSMP, CCISO) • Expertise in **NIST Risk Management Framework (RMF)** and **Cybersecurity Framework (CSF)** . • Understanding of Federal initiatives like **Zero Trust** , AI, and Quantum Encryption.
