Minimum Qualifications -------------------------- Three years of human resources experience; OR Six years of full-time experience in any field; OR A bachelor’s degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information ------------------------------------ Job Duties: In this role, you will: Serve as an analyst for designated ELMHS departments (approximately 1\286 T.O) and had responsibility for hiring activities to fill ELMHS positions for assigned departments. Determines applicable hiring and recruitment procedure for each vacancy following Civil Service rules and LDH or ELMHS guidelines. Initiate the creation of job postings on Civil Service LA Careers website. Determines applicable job experience, training, and education in order to best explain options to Hiring Manager Accept all applications for employment and promotion for assigned positions. Reviews minimum qualifications for Civil Service approved applicants. Prepare applicant packets for hiring manger using LA Career system. Tracks progress of posting, interviews and applicant selection; updates position control report weekly Receive interview materials from departments and reviews for accuracy of data and math. Ensures reference checks for selected applicants have been performed in accordance with LDH policy. When needed, contacts applicants to obtains transcripts for verification of qualifications Determine correct salary level and verifies with hiring manager prior to making offer of employment or promotion. Researches previous state employment records to determine applicants eligibility for-re-employment and/or salary Schedule selected applicant for pre-employment visit to obtain signatures and necessary documents including but not limited to, drug screening and background documents, direct deposit agreement, identification, and verification of social security number. Utilizes E-verify system to check Social Security validity. Submits criminal background checks to vendor and reviews for prior criminal history and refers finding to HR Manager as needed for decision. Schedules applicant for new-hire orientation Guide new employees in completion of documents which include but are not limited to: + I-9 forms + Retirement system enrollment + Tax forms + Medical records confidentiality agreement + Appointment affidavit + Drug free workplace policy + Network Access Authorization (NAA) + Driver Authorization form + Louisiana Employees online (LEO) + Emergency preparedness Prepare bi-weekly hiring memorandum to Administration, Security, IT, HR staff and department heads. Collects data for AAP in La Careers and weekly position control report. Maintains hiring folders for ELMHS, ensuring each includes all hiring documentation as required by civil service Close out requisitions in La Careers. Responds to Civil Service about posting details when inquiries are received; corrects errors as needed Provide assistance to department heads or other hiring managers on employment procedures, forms, requirements, Civil Service Rules, federal and state laws and LDH or ELMHS policies and procedures related to hiring, recruitment, and filling vacancies including completion of necessary paperwork Enter all requests to fill in log and tracks progress. Prepares monthly report of postings, hires, and calculates time to completion to ensure performance standards are met. Prepares report for HR Director’s review Assist contract monitor/department heads with the onboarding of intern/contract staff. Coordinates with the contract monitor and intern/contract staff to complete all necessary paperwork and obtain appropriate documentation to ensure adherence to TJC and CMS standards and regulations Perform data entry on the personnel (PA) side of LaGov HCM for all new hires, promotions, or other personnel related data changes for assigned departments. Reviews all data prior to entry and verifies calculations, obtains missing information, or contracts employee or department heads to resolve discrepancies Ensure licensure and other mandatory fields for data monitoring. Obtains information as needed from employees or supervisors Instruct ELMHS employees in use of online systems for LEO, Civil Service and LDH websites Issue badges to newly hired employees or to replace lost or damaged badges Assist job applicants with use of on-line application system and answers questions about the process and requirements for Civil Service Provide initial orientation to new employees on a rotating basis.
