Job Title: Technical Business Analyst 3 Job Number: 11834 Location: Remote: Must live in one of the following states, WA, OR, ID, MT Hybrid work – 3 days onsite every 2 weeks during the training period (first 3 – 6 months), then fully remote Travel: Up to 5% OT: 5% anticipated Length: 1+ yrs, up to 5 years MUST be US Citizen to be eligible to apply for Federal Background Check Real ID or Passport REQUIRED for in-person interviews and onboarding OVERVIEW This contract Technical Business Analyst 3 position will provide support and assistance to the Project Management Office within the Information Technology organization. This position will support technology initiatives the IT PMO manages, identifying and delivering strategic business solutions that enhance the corporation’s overall IT portfolio and maximize value to the agency. This resource will participate in business process and technology initiatives to improve business performance; define portfolios of dependent services and technical needs; and develop business process models and draft the associated documentation. The Technical Business Analyst will be involved with projects that may vary in scope and size, from smaller short-term “PMO Lite” type of projects such as software upgrades, to larger capital projects and programs that may span several years and have budgets frequently more than $1 million. RESPONSIBILITIES * Elicit, document, and track requirements to support the implementation of IT systems. * Identify and plan business analysis work needed to meet project needs. * Recommend the artifacts and level of detail for the business analysis effort. * Recommend the business analysis approach to satisfy the analysis objective, including the specific tasks and deliverables. * Plan the requirements gathering strategy and elicit customer requirements. * Review regulations and policies to understand relevant compliance requirements. * Recommend desired resource levels to accomplish work in accordance with the project schedule and budget. * Draft high quality, repeatable, reusable artifacts and approaches * Plan and conduct user/stakeholder interviews * Review documentation on existing business processes and systems. * Analyze the gathered information to present the business problem and the proposed solution. * Analyze business processes and create current-state and future-state models * Identify the product quality requirements needed to satisfy the customer needs * Establish and maintain bidirectional traceability from goals and objectives to detailed functional requirements. * Evaluate and assess business process change impacts to inform Change Management activities. * Decompose high-level information into details and abstract up from low-level information to present a complete picture of the business need and description of how the proposed solution meets that need. * Translate customer needs into product requirements in sufficient detail for technical teams to implement. * Document detailed descriptions and specifications of user needs, business rules, functionality, and steps required. * Draft requirements documentation/artifacts, e.g., user stories, context diagrams, swim lane diagrams, non-functional requirements as needed to define the solution. * Support the development of test plans and acceptance criteria, traced to business and functional requirements. * Review and validate requirements documentation with appropriate stakeholders. * Assist with establishing priorities and resolving requirement conflicts among stakeholders. * Conduct detailed reviews of requirements * Facilitate the requirements documentation throughout the entire lifecycle of the project. * Follow established processes and best practices for managing scope change requests. * Facilitate a shared understanding of the customer needs and technical solution between business users and project teams. * Act as a liaison between technical / business teams and project stakeholders. * Conduct collaborative exercises to align users and technical teams on requirements. * Develop and maintain productive relationships with business users, technical teams, and others. * Present information effectively in a variety of formats * Conduct preliminary analyses on proposals for IT systems. * Work with business lines to understand their needs and identify their goals and objectives. * Support business lines in developing a business case to justify an IT investment. * Take high-level information about a business problem and synthesize it into a clear, concise scope statement. * Work with the project team to conduct market research and assess the viability of existing products to meet customer needs. * Provide technical teams the information needed to select the most effective approach to meeting the business need. * Support an objective, rigorous assessment of vendor offerings to inform corporate decision-makers selecting an option. * Consult stakeholders to identify key criteria for evaluating products. * Facilitate an impartial evaluation of identified offerings * Summarize the assessment and recommended options to decision-makers * Collaborate with business lines, project teams, and vendors to identify the analysis work needed to implement a solution. REQUIREMENTS Education \& Corresponding Experience * Associate’s or Bachelor’s Degree in Information/Computer Technology, Business Systems, Computer Technology or a related technical field is preferred. * 8 years of experience is required with a Bachelor’s Degree in applicable fields. * 10 years of experience is required with an Associate’s Degree in applicable fields. * 12 years of experience is required without a degree or an applicable degree. Required Technical Skills \& Experience * Experience with custom development and commercial package implementation projects. * Proficiency with all Microsoft Office Suite products, including Word, Visio, PowerPoint, Excel, and Outlook * Demonstrated technical interviewing skills to facilitate user groups through process design and requirements gathering sessions. * Strong technical writing skills and the ability to present information in various forms, including visually Preferred Skills \& Experience * Experience with energy/utility sector projects. * Experience with Traditional/Waterfall and Agile methodologies. * Proficiency with requirements modeling tools such as Jama.
